A general evaluation regarding public library legislation in Turkey

Mentioned as legal regulations in many resources, legislations are documents that are within the scope of legal organization and provide the continuation of social relations within specific rules. Social relations include the works of social organizations. Hence, legal regulations are basic arguments that define social organizations, promulgate their purpose and functions by formalizing them, and determining their limits. Public libraries, which are social organizations that provide knowledge and service to every individual in the society without discrimination, must be based on legal regulations (legislations) that enables them to be continuous and exist in administrative structure. Inclusive legal regulations have a huge importance for public libraries to conduct their purpose and functions sturdily. For in order to maintain their functions and requested service level, Public libraries are required to be supported by legal regulations. Legal regulations mean proof of their existence for public libraries. Legal regulations regarding public libraries may differ based on the administrative and legal structure of every country. In addition, the legislation regarding the public libraries must clearly specify which state line managements shall be responsible for supporting public libraries in finance, personnel, collecting, building, strategy, standards, legal structure, monitoring, new service areas, etc., and how this support shall be provided. Also, public library legislation must completely include all libraries within the country or the region.
This study, which approaches the current status and historical development of the legal legislation regarding public libraries, aims to present the duties, responsibilities, and rights regarding state power, public libraries, executives of the public libraries, employees, shareholders, and users. In this study, in which survey method was used, firstly, the attention will be drawn to intersection points of pubic libraries and legislation by addressing the concepts of legislation and public library. Then, the historical development of the legal regulations regarding public libraries will be addressed, and the Public Library Regulation, which came into effect in 2012, will be evaluated in terms of public libraries, their employees, executives, shareholders, and users. In the conclusion, a point of view regarding the public library legislation in Turley will be put forward.

In order to carry out educational activities in a healthy and safe environment, administrators, teachers and students should not only be familiar with the principles of ethical conduct, but they should also adopt, apply and monitor the application of these principles. Individuals employed within the field of education are expected to consort with the national andinternational professional ethical values as they are regarded as role models in the society. For this reason, the values and manners of prospective teachers regarding the ethical values of their profession is very significant in the realm of teacher training and education. Within this context, as the prospective students in the faculties of science and letters will be the potential teachers in the foreseeable future, researching the professional ethical values that they obtained with a short term certification program is crucial. The objective of this study is to determine the ethical values of candidate teachers attending to the pedagogical formation certificate program.The study was carried out with 270 candidate teachers who are attending to Pedagogical Formation Certificate Program in Çankırı Karatekin University. Maximum variation sampling method was used when forming the participant groups. This study was conducted by using qualitative method. Phenomenological design which is one of the qualitative research designs was used in the study. Thus experiences of individuals about a case their perceptions and the meanings attached to these perceptions could be revealed easily. Data of the study was obtained by semi-structured interview technique. Open endedquestions were asked to the participants in the interviews. Before asking the questions to the participants, ideas of an area expert, a language expert and a procedural expert (for technical support) were taken and questions were edited by them. To analyse the gathered data in depth Nvivo program was used. Research questions of our study is determined as follows:What are the ideas, attitudes and point of views of candidate teachers about their profession?What are the ideas of candidate teachers about theethical priciples that teachers should demonstrate in student-teacher relations? What are the ideas of candidate teachers about ethical principles related to teaching profession in a society?The results of the study was categorized as follows: Ethical principles in relations with students, ethical principles about teaching profession, ethical principles in relation with educators, ethical principles in relation with society, ethical principles between school administration and teachers, ethical principles in using the resources of the institution and ethical principles about time management. Ethical conducts are the core values that should be inherent in the nature of education. In order to provide an awareness in candidate teachers and pave the way for them to professional maturity, ethical principles should be included as a course in the Pedagogical Formation Certificate Program.

Sağlık bilimleri ve tıp alanı teknolojiden, bilim dünyasındaki ve sağlık sektöründeki gelişmelerden etkilenerek kendini yenileyen, sürekli ilerleyen bir alandır. Bu alanın temel amaçları insan ve toplum sağlığı, hastalıklardan korunma, yaşam kalitesini yükseltme, sağlık harcamalarını en asgari seviyeye indirmektir. Bu alanda güncel ve doğru bilgiyi elde etmek, kanıta dayalı verileri kullanma ve klinikte doğru karar vermek için tıbbi bilgiyi elde eden, düzenleyen, işleyen ve tekrar kullanımını sağlayan tıp kütüphanelerinin varlığını gerektirir. Tıp kütüphaneleri, bilimsel ve teknolojik olanaklardan yararlanarak doktor, diş hekimi, hemşire, eczacı ve diğer sağlık görevlilerine, sağlık bilimcileri ve araştırmacılarına, onların gereksinim duyduğu doğru bilgiyi, hızlı bir biçimde, istenilen formatta ve kapsamda ekonomik bir şekilde eriştirmeyi hedefleyen kütüphanelerdir. Bu çalışmada, Türkiye’de üniversitelere bağlı tıp eğitimi veren fakültelerin mevcut durumları ve fakülte kütüphaneleri nicel olarak analiz edildi. Veriler, YÖK’ün web sayfasında bulunan devlet ve vakıf üniversitelerin resmi siteleri incelenerek elde edildi. Ayrıca Türk Tabipler Birliği Raporu ve TÜİK’in hazırladığı kütüphane istatistiklerinden yararlanıldı. Verilerin analizi sonucunda Türkiye’de üniversitelerde tıp fakülteleri sayılarının her geçen gün arttığı belirlendi. Aynı zamanda tıp fakültelerinin yanı sıra sağlık eğitimi verilen diş hekimliği, hemşirelik ve sağlık bilimleri fakültelerinin de sayısal olarak yükseldiği görüldü. Tıp kütüphanelerinde yeni teknolojilerin sayesinde basılı kaynakların yanı sıra elektronik bilgi kaynaklarının kullanımı ve içeriklerinin geliştiği belirlendi.; Health sciences and medicine are renewed and renewed by being influenced by technology, scientific and health sector developments. The main objectives of this area are human and public health, protection from diseases, improving the quality of life, and minimizing health expenditures. Obtaining up-to-date and accurate information in this area requires the existence
of medical libraries that obtain, edit, process and reuse medical information to use evidence-based data and make the right decision in the clinic. Medical libraries utilize scientific and technological facilities, aiming to provide physicians, dentists, nurses, pharmacists and other health professionals, health scientists and researchers with the right information they need in a fast manner, within the desired format and scope. In this study, regardless of the current status of university medical education faculties in Turkey and faculty libraries were analyzed quantitatively. The data were obtained by examining the official sites of the goverment and foundation universities on the web page of YOK. In addition, the Turkish Medical Association’s report and library statistics prepared by TUİK was used. The analysis of the data of the number of medical faculties at universities in Turkey was determined that increases with each passing day. Also the faculties of medicine, as well as health education in the faculties of dentistry, nursing and health sciences were also found to rise. In addition to the printed sources, the use of electronic resources and the development of their contents were determined in the medical libraries thanks to the new Technologies.
