Abstract

smail Hakkı Baltacıoğlu, CHP’nden VII. Dönem Afyonkarahisar, VIII. Dönem de Kırşehir Milletvekili olarak Meclis’e dâhil olmuş, milletvekilliği süresince Genel Kurul’da muhtelif konularda demeç, önerge, teklif ve aldığı muhtelif sözlerle üzerinde durduğu konular şunlar olmuştur: Müesseseleri, kültürü, medeniyeti, insan hak ve hürriyetlerine riayet bakımından Avrupalı olunduğu, Avrupa Birliğine dâhil olmanın yalnız coğrafî bir mesele olmayıp, medenî bir millet olunmasından ileri geldiği, ana siyasetin esas istikametinin Batı Avrupa’da olmasıyla birlikte Yakın Doğu ve Asya’ya karşı alâkanın asla azalmadığı, hatta bu alâkanın daha da kuvvetleneceği. Bütün dünyada olduğu gibi ülkede de insanî ve ilmî olmayan bir imtihan meselesinin olduğu, bunun kudreti değil sadece hafızayı ölçerek ezberi aradığı, milletlerin muhtaç olduğu sistemin ezberleyen insan değil, bilgisini pratiğe dönüştürerek yaratan insan olduğu, insanların yaşadıkları memleketin muhitin sanatlarına, tekniğine biraz intibak edebilir olmaları gerektiği, okullarda ahlâklı, karakter sahibi, vatansever, millete ve milletin ülkülerine bağlı gençler yetiştirilmesinin programlara ahlâk adı altında ders koymakla temin edilemeyeceği, okulun talim ve terbiye ihtiva ettiği bütün tesir edici unsurlarla ve günlük küçük sanılan olaylar içinde insan ve vatandaşın karakterini oluşturduğu. Gereksiz bilgilerin atılmasının lâzım olduğu, okulların birer ahlâk ve demokrasi yuvaları haline getirilip, hayat, kanun, töre ve örfleriyle ister istemez zorunlu olarak ahlâkî oluşumun meydana geleceği. Heykeltıraş ve ressamın bir yandan desteklenirken diğer yandan vergiye tâbi tutulmaması gerektiği. İsmail Hakkı Baltacıoğlu, mücadele azmi ile kendini belli eden bir karakter, ülkesine kendini adayan bir eğitim, fikir ve siyaset adamıdır.
