A Strategic Plan Comparison In Municipalities In West Karadeniz Region

Abstract

Strategic management is a concept of management that is also popular in our country as it is in the whole world in the last period. Strategic planning, which is used as a means of strategic management in our country, has become mandatory for Municipalities through the Public Financial Management and Control Law No. 5018. In local administrations, strategic planning is used in order to carry out effective, quality, efficient, transparent, rational and planned services. Performance-based budgeting for efficient use of financial resources, annual action plans, activity reports showing the degree of implementation of the planned activities are other arguments of the strategic planning process. The aim of this study is to examine the strategic plans of the municipalities of Bartın, Kastamonu and Zonguldak provinces in the Western Black Sea Region by comparing them with each other. The method of the study is document review by comparison. As a result of the examination carried out in the context of the Strategic Plan Preparation Guide of the Ministry of Development, the problematic areas in the plans were identified and suggestions were made regarding these areas.

Stratejik yönetim, son dönemde tüm dünyada olduğu gibi ülkemizde de benimsenen bir yönetim anlayışıdır. Ülkemizde stratejik yönetimin aracı olarak kullanılan stratejik plânlama, 5018 Sayılı Kamu Mali Yönetimi ve Kontrol Kanunu ile Belediyeler için de zorunlu hale getirilmiştir. Yerel yönetimlerde hizmetlerin etkili, kaliteli, verimli, şeffaf, rasyonel, plânlı olarak yürütülmesi amacıyla stratejik plânlama kullanılmaktadır. Mali kaynakların verimli kullanılması için performans esaslı bütçeleme, yıllık eylem plânları, plânlanan çalışmaların uygulanma derecesini gösteren faaliyet raporları stratejik plânlama sürecinin diğer argümanlarıdır. Bu çalışmanın amacı, Batı Karadeniz Bölgesinde yer alan Bartın, Kastamonu, Zonguldak illerinin belediyelerine ait stratejik plânları, birbiri ile mukayese ederek incelemektir. Çalışmanın yöntemi, karşılaştırma yoluyla belge incelemedir. Kalkınma Bakanlığı Stratejik Plân Hazırlama Kılavuzu bağlamında yapılan inceleme sonucu plânlarda görülen sorunlu alanlar tespit edilmiş, bu alanlara ilişkin öneriler getirilmiştir.
