Ev pansiyonculuğunda yaşanan uygulama sorunları: Amasra örneği

Abstract

Çalışmada ülkemizde önemli bir ev pansiyonculuğu merkezi olan Bartın ilinin Amasra ilçesinde ev pansiyonculuğuna ilişkin uygulama sorunları incelenmektedir. Çalışmanın amacı, ev pansiyonu sahipleri ve işletmecileri ile paydaşların yaşadığı uygulama sorunlarını araştırmak ve belirlenen sorunların çözümüne rekabetçi nitelik taşıyan yeni bir “Ev Pansiyonculuğu Model Önerisi” yapılandırmaktır. Çalışmada, araştırmanın amacına ve kapsamına uygun olarak nitel araştırma yöntemi ve keşifsel araştırma tasarımı kullanılmıştır. Örnekleme yöntemi ise, amaçlı örneklem türlerinden biri olan maksimum çeşitlilik örneklemidir. Çalışma sonucunda; Amasra’daki ev pansiyonlarının turizme daha iyi hizmet verebilmeleri için; denetimlerin artırılması, ev pansiyonlarının da diğer konaklama işletmeleri gibi sınıflandırılması, Amasra Belediyesi, Amasra Kaymakamlığı ve Bartın İl Kültür ve Turizm Müdürlüğünün etkin bir koordinasyon içinde çalışmaları, Kültür ve Turizm Bakanlığı’nca hazırlanacak “Ev Pansiyonculuğu Yönetmeliği” nin biran önce çıkartılıp uygulanması ve Amasra Ev Pansiyoncuları Derneğinin kurulmasının önemi vurgulanmıştır. Ayrıca, Amasra’da ev pansiyonculuğunun geliştirilmesi amacıyla yapılandırılan bir ev pansiyonculuğu modeli önerilmiştir.

In this study, the problems related to guest housing are examined in Amasra district of Bartın province, where is a prominent centre for guest houses. The aim of the study is to investigate the application problems of household board owners and operators and stakeholders, and to constructa new “Guest House Model Proposal” which is competitive to solve the problems. In the study, qualitative research method and exploratory research design were used in accordance with the purpose and scope of the research. The application problems of the owners of the guest houses and the stakeholders have been investigated. The sampling method is the maximum diversity sample, one of the purposeful sampling types. In the results of working; in order to provide better service to the guest houses in Amasra, the importance of these are stated in this study that the number of controls should increase; guest houses should be classified as other accommodation establishments; Amasra Municipality, Amasra District Governorship and Bartın Provincial Directorate of Culture and Tourism should work in efficient coordination; ‘Home Pension Regulation’ should be enacted by Ministry of Culture and Tourism and imposed right away; Association of Amasra Guest Houses should be established. In addition, a guest housing model has been proposed in Amasra for the purpose of improving guest houses.
