An Unlighted Philatelist: Ahmed Rıfat Bey and his Work on Stamp Collecting

Abstract

Stamp collecting is an intellectual pursuit that began with the issuance of the first postage stamp, known as the “Penny Black”, by the UK (United Kingdom) in 1840 to charge for postal services. This pursuit shaped with the use of official postage stamps by various countries. In the Ottoman Empire, stamp collecting developed with the first Ottoman stamps in 1863. However the Empire's encounter with stamps dates back to the 1840s. Early 19th-century trade agreements with European states established foreign post offices and postal services, introducing stamps from different countries and sparking interest. Initially used for bureaucratic and commercial purposes, postal services have gradually been accepted for personal communication. Ahmed Rıfat Bey, one of the bureaucrats of the period, who is the subject of this study, must have met stamps both in the bureaucracy and during his duty in İzmir, one of the most important commercial centres of the period. He made important contributions to Turkish philatelic literature with his articles and treatise entitled "Postage Stamps and Stamp Collection", which he wrote while working as a member of the Aydın Province Mektûbî Kalemi Mümeyyizliği, but which is not well known in philatelic literature. In this study will examine the genesis of Ahmed Rıfat Bey’s work, its connection to philately, postal activities in İzmir, and its contribution to Turkish philately history through archival records and literature analysis. © 2024 Elsevier B.V., All rights reserved.
