LOJİSTİK PERFORMANSIN ÖLÇÜMÜ, BELİRLEYİCİLERİ VE EKONOMİK YANSIMALARI: LOJİSTİK PERFORMANS İNDEKSİ (LPI) TEMELLİ SİSTEMATİK BİR DEĞERLENDİRME

Abstract

Günümüz küresel ekonomisinde lojistik faaliyetler, ülkelerin uluslararası ticaretteki rekabet güçlerini belirleyen kritik unsurlardan biri haline gelmiştir. Bu çalışmanın amacı, lojistik performansın temel belirleyicilerini incelemek, bu performansın değerlendirilmesinde kullanılan yöntemleri analiz etmek ve ekonomik etkilerini literatür çerçevesinde ortaya koymaktır. Araştırma kapsamında, Dünya Bankası tarafından geliştirilen Lojistik Performans Endeksi (LPI) ve alt bileşenleri ele alınarak, lojistik performansın ülkelerin dış ticaret hacmi ve ekonomik büyüme üzerindeki etkileri değerlendirilmiştir. Literatür incelemesi sonucunda, lojistik altyapının, gümrük işlemlerinin etkinliğinin ve lojistik hizmet kalitesinin ekonomik kalkınma ve ticaret üzerinde belirleyici bir rol oynadığı tespit edilmiştir. Ayrıca, lojistik performansın ölçümünde kullanılan yöntemlerin çeşitliliği, değerlendirme sürecinin objektifliğini artırmaktadır. Sonuç olarak, ülkelerin lojistik performanslarını iyileştirebilmeleri için altyapı yatırımları, dijitalleşme, insan kaynağının geliştirilmesi ve sürdürülebilir politika uygulamaları büyük önem taşımaktadır.

In today's global economy, logistics activities have become a critical factor in determining countries' competitiveness in international trade. The aim of this study is to examine the key determinants of logistics performance, analyze the methods used for its assessment, and reveal its economic impacts within the framework of existing literature. In this context, the Logistics Performance Index (LPI) developed by the World Bank and its subcomponents are reviewed to evaluate the effects of logistics performance on countries' foreign trade volumes and economic growth. The literature review reveals that logistics infrastructure, the efficiency of customs procedures, and the quality of logistics services play a significant role in supporting economic development and trade. Moreover, the diversity of methods used to measure logistics performance contributes to increasing objectivity in the evaluation process. As a result, it is concluded that improving countries' logistics performance requires investments in infrastructure, digitalization, human resource development, and the implementation of sustainable policies.
