Türkiye'de suriyeli göçmenlere yönelik sosyal politikaların incelenmesi: Afyonkarahisar örneği

Abstract

Suriye'de 2011 yılında başlayan rejim karşıtı gösteriler iç savaşa dönüşmüş yaşanan bu insani kriz sonucunda milyonlarca Suriyeli ülkemize göç etmiştir. Suriyeli göçmenler göç sonrası ülkemizde barınma, giyinme, beslenme gibi temel ihtiyaçlar konusunda problemler yaşamıştır. Suriyeli sığınmacıların sosyal politika alanı içerisine giren sorunlarının çözümlenmesi ve ihtiyaçlarının karşılanması için süreç içerisinde sağlık, eğitim, ekonomik yoksunluk gibi konularda Türkiye Cumhuriyeti tarafından hizmet sunumu gerçekleştirilmiştir. Suriyeli sığınmacıların ülkemize göç etmesi ile beraber Suriyeli göçmenlerin insan değerine ve onuruna yaraşır, temel insan hakları ile uyumlu bir biçimde yaşamını sürdürmesi için ülkedeki sosyal politika araçlarının etkin ve verimli kullanılması, göçmenlerin entegrasyonun sağlanması için gerekli olmuştur. Bu kapsamda sosyal politikalar aracılığıyla Suriyeli sığınmacılara yönelik olarak koruyucu, güçlendirici ve sosyal adaleti sağlamaya yönelik hizmetler üretilmiştir. Çalışmamızda temel olarak devreye alınan sosyal politikaların göçmenler nezdinde sığınmacıların sosyal işlevselliği ile sosyal sorunlarının çözümüne sağladığı katkılar, mevcut sosyal politikaların etkileri, göçmenlerin sosyal politika uygulayıcılarına ve sosyal politikalara yönelik beklentileri gibi Suriyeli göçmenler ve uygulanan sosyal politikalar arasındaki kompleks bağ, Suriyeli sığınmacıların görüş ve düşünceleri ile ortaya koyulmuştur. Bu minvalde Türkiye Cumhuriyeti tarafından uygulamaya konulan sosyal politikaların Afyonkarahisar'daki Suriyeli Göçmenlerin görüşlerinden faydalanılarak değerlendirilmesi yapılmıştır.

The anti-regime demonstrations that started in Syria in 2011 turned into a civil war and as a result of this humanitarian crisis, millions of Syrians immigrated to our country. After the migration, Syrian immigrants had problems in terms of basic needs such as shelter, clothing and nutrition in our country, and the Republic of Turkey provided services on social policy issues such as health, education and economic deprivation in the process. With the migration of Syrian refugees to our country, effective and efficient use of social policy tools in the country in order for Syrian immigrants to live a life worthy of human value and dignity, in harmony with basic human rights, has become necessary for the integration of immigrants, and in this context, it has become necessary to meet the problems and needs of immigrants through social policies. services have been produced. In our study, the complex link between the Syrian immigrants and the social policies implemented, such as the extent to which the social policies put into effect meet the problems and needs of the immigrants, the effects of the existing social policies, the expectations of the immigrants towards the social policy practitioners and social policies, have been revealed by the views and thoughts of the Syrian refugees. In this respect, the Social Policies put into practice by the Republic of Turkey have been evaluated by making use of the views of Syrian Immigrants in Afyonkarahisar.
