Siber güvenlik stratejisinde ulusal yönelimler: ABD, Rusya ve Türkiye üzerine kıyaslamalı ve alan bazlı bir çalışma

Abstract

Bu tez Amerika Birleşik Devletleri, Rusya Federasyonu ve Türkiye'nin ulusal siber güvenlik stratejilerini karşılaştırmalı bir yaklaşımla incelemektedir. Tezin amacı, bu ülkelerin siber güvenlik stratejilerini, uygulama mekanizmaları ve kurumsal yapıları bağlamında karşılaştırarak, Türkiye'nin mevcut durumunu değerlendirmek ve gelişim alanlarını ortaya koymaktır. Tezde iki aşamalı nitel bir yöntem benimsenmiştir. İlk aşamada, doküman analizi ve literatür taraması yoluyla seçilen ülkelerin siber güvenlik stratejilerine ilişkin resmî belgeler ve akademik kaynaklar sistematik olarak değerlendirilmiştir. İkinci aşamada ise, Türkiye'de faaliyet gösteren siber güvenlik firmalarının yöneticileriyle yapılan yarı yapılandırılmış mülakatlar yoluyla siber güvenlik uygulamalarına ilişkin veriler toplanmıştır. Elde edilen bulgular, Türkiye 'nin siber güvenlik stratejileri açısından önemli yapısal adımlar attığını, siber güvenlik stratejisinin dinamik, uluslararası iş birliğine açık bir yapıya sahip olduğu ve uygulama süreçlerinde kurumsal kapasite, insan kaynağı yeterliliği, yasal düzenlemelerin etkinliği ile özel sektörle entegrasyon gibi alanlara önem verdiği görülmektedir. ABD'nin teknolojik temelli çok katmanlı yaklaşımı ve Rusya'nın devlet merkezli güvenlik modeli ile karşılaştırıldığında, Türkiye'nin hem savunma hem de caydırıcılığı önceleyen dengeli bir strateji geliştirmeye çalıştığı tespit edilmiştir. Bu tez, Türkiye'nin siber güvenlik politikalarının daha etkin hâle getirilmesi için çeşitli yapısal ve stratejik öneriler sunmakta ve aynı zamanda politika yapıcılara yönelik uygulamalı katkılar sağlamayı hedeflemektedir.

This thesis examines the national cybersecurity strategies of the United States, the Russian Federation, and Türkiye through a comparative approach. The aim of the thesis is to evaluate Türkiye's current position and identify areas for improvement by comparing the cybersecurity strategies, implementation mechanisms, and institutional structures of these countries. A two-phase qualitative methodology was adopted in the thesis. In the first phase, official documents and academic sources related to the cybersecurity strategies of the selected countries were systematically reviewed through document analysis and literature review. In the second phase, data on cybersecurity practices were collected through semi-structured interviews conducted with executives of cybersecurity firms operating in Türkiye. The findings indicate that Türkiye has taken significant structural steps in terms of its cybersecurity strategies. Its cybersecurity strategy is dynamic, open to international cooperation, and prioritizes institutional capacity, human resource adequacy, regulatory effectiveness, and private sector integration in its implementation processes. Compared to the US's technologically driven, multi-layered approach and Russia's state-centric security model, Türkiye is striving to develop a balanced strategy that prioritizes both defense and deterrence. This thesis offers various structural and strategic recommendations to enhance Türkiye's cybersecurity policies and also aims to provide practical contributions to policymakers.
